So i just f%&*ked my computer by trying to change its theme.. Now when welcome window pops up after that is just a black screen with cursor on it... Any suggestions how to fix this ?

When you've switched on your computer start pressing F8.
It should take you to menu where you can choose system restore.
Another option is to re-install the OS.

Or try rebooting into safemode and changing your settings? lol

I tried to go on safe mode but it does not allow me.
How come?

Your Windows Explorer is not starting at startup.
Manual fix is to start it by task manager. But then better to do system restore.
Who knows how much damage you did to your install.
