If Windows doesn't start because of no disk space, can't you simply launch some tool from CD/DVD (recovery CD's, Live distributions, even Windows installation disc has recovery tools, including access to the drives trough the command-line) and simply delete all the files it created to free up the space, instead of reinstalling whole system? I mean, it doesn't seem to do anything with the system itself (damage it anyhow), it just clogs up all the free space (I'm not sure if that would always stop Windows from booting either, I have seen it boot with very little space free, but I'm not sure if it's completely used up) and crashes the Windows because it's a fork bomb, but again, it doesn't seem to actually damage the system files anyhow.
