Every time I put my address in and a payment method and buy a very cheap item the account instantly locks. They ask for billing info and a statement.

There's a mismatch of credentials, hence they're requesting verification.

Be sure there are no Inconsistencies when creating accounts, and you won't need to deal with closures on fresh purchases.

I don't create accounts. I buy aged accounts and add my info on them. But because the accounts are like 7 year old and you buy something it locks no matter what.
