pp and vcc not working

Does anyone know why I can't put a Revolut virtual credit card in my PayPal account? The VCC works and I have to confirm it in the app. After confirming it comes the notice that they can't authorize it. Any solutions for this? Can Paypal match the billing address from my Paypal account and the Revolut account?

Are you located In the US?

If so, unless their terms have changed, I don't believe Revlout Is supported by PayPal.

I am from Germany. What does this mean? Are no virtual credit cards allowed?
