I agree with both of you, learning a language and stop using it will lead you to forgetting it .
Everyone should learn how to code, it teaches you how to think.
You don't have to be a Genius to know how to code you just need to be determined.
The computer is incredibly fast, accurate, and stupid; man is unbelievably slow, inaccurate, and brilliant; together they are powerful beyond imagination.

I do think this is possible. Not everything of course, but if you can really dedicate yourself into learning the full 25 hours you can definitly get a good base.
As others have mentioned, keep learning the language, also a quick tip: Don't try to learn too much languages at once as after some time you'll get confused.
You can better stick to 1 or 2 languages untill you know them descent enough to not forget them after a week.

I usually try to keep up my programming languages by coding programs in that languages and train my languages that way.
