It took them an entire month to realize a PR Is required to move forward with the claim?

Logic has It, It should've been established within a day or two.

I could just drop it all and go for a Paypal refund, but I'd rather not taint that account and save it for something else

A large volume of claims, can result In the account being limited and possibly closed - If PayPal deems It fraudulent.

It falls under "high risk activity".

Does GameStop work with the DNA method? I've read FTID does but I'm not skilled with that, i picked my shop because it was also selling on Amazon and had the version I was looking for, but i didn't want to go through Amazon since I could use that for other kind of SE

The cost Isn't the Issue, but rather whether they're responsible for lost shipments. Research their terms.

For your reference with future SEs, they have CCTV cameras In their warehouse.

You can't do it online right? You actually have to go to the police station and ask to report a missing item? Do they actually do anything? I hope not.

It's quite easy, you can go to either the local police or the Carabinieri, just go there and tell them you want to file a PR for an item you never received, give them the required info (shop, item, when and how it was delivered, point out you never signed for it) and that's it
After a few months you may or may not receive a letter that might look menacing (the infamous green envelope that contains legal stuff or fines) but in fact it's just a notification that since there are no new updates on your case, it's been dropped/closed and that's it, in fact I only received a single one (so far) of those after 3 PR
