Microsoft DaRT Is an excellent diagnostic toolset that can diagnose and repair Issues, recover files, boot Into corrupted systems and the list goes on.

It's not available as a public download but I have a copy (bootable ISO) for every Windows version, architecture and edition. If need be, let me know and I'll provide you with a direct link. It may well fix the Issues you're experiencing.
