Perl - Intermediate/Advanced
C - Forgot a lot of it
C++ - Intermediate
PHP - Beginner
Batch - Not as interested, I know the basics
Python - Beginner
LISP - Intermediate
Rugby - Intermediate
Vb.Net - Advanced
Java - Beginner

I'm not sure if I forgot to mention any, but I use vb.net quite a lot, and i'm getting more into asp and php as well. I started out in C a long time ago, you don't see that stuff around really anymore. Perl is one of my favorites as well. Have to keep up on all of them because you tend to forget lots of stuff if you don't work with them often. Right now it's Perl, Vb.net for me.

I'd suggest moving to C++ directly, C is pretty much outdated.

Any language is difficult at first, but you could relate it to learning a new spoken language too. You'll never get good at Spanish by trying to learn Italian first.

So i'd suggest just starting out with the basics in C++ and going from there. The sooner you start the better, there's no shortcut to learning it any easier. It's just a fairly diverse language, you can pretty much do anything with it.
