I feel like people are jumping to conclusions by pinning it on terrorism immediately. In past acts of obvious terrorist attacks, ISIS and Al Qaeda have claimed responsibility shortly - if not immediately after the fact.
I thought Sunni was the passive sect? Read somewhere Al Qaeda was mainly Shi'a (and ISIS is obviously Islamic), but you never know.
