2FA on my steam. I can't use 2FA on my paypal as it was my business one and I do not have a second phone

With PayPal, I assume you have 2FA on a personal account, hence can't use the same cell phone on your business account correct? If so, given It's the same payment system, I would've thought the same cell phone could be shared.
