If steam locked your account for hijacking/scamming another user's account there IS a way how to unlock it, even if they say you can't unlock it.

1) After your acc got locked, ask someone from another country, or use a VPN to login into your account from another IP. Then wait for a week or two.
2) Then, make a new steam support account and make a ticket about stolen/hijacked account. Act noobish, express your disappointment and frustration.
3) Get your account back [/hide]
