If I have two different Amazon accounts and I SE'd a lot with one of them and then I make another account with the same bank account, will they notice?

If Amazon have probable cause/reasonable grounds to launch an Internal Investigation to see whether both accounts are linked, then yes, they'll obviously notice the association between both. If not, you're fine.

So if I use a totally different address but the same bank account and I do the ol DNA (on a different IP as well) then you think I'll be good?

You'll be 100% fine if you don't give them a reason to look.
If you get suspected of stealing, then there's a higher chance that they'll check.
