Rules are definitely a necessity for this section. Although, just assuming, don't explicitly say specifically how to make or obtain them (no direct links to shops, phone numbers, quoting PiHKAL and TiKHAL is probably a bad idea too). Although considering, if there's nothing against this, even better . But of course I'd say await an official statement on this.
