Holy shit that is overpriced as fuck. 1199$ for a single developer license. Maybe you could explain what you are trying to do and we can help find you alternatives, because seeing the price, I'll guess that they'll have it protected pretty well and that there currently no crack is available.

- Only Chromium 43/45 for NPAPI Support
- Can be used (not like CefSharp) in x86 and x64 (both) with Flash, SilverLight and Shockwave

Does it have to be C#? You could try using something like Ionic? I'll take a look at this later, once I have time.
