Have you tried using iTunes to perform a full restore of your phone?

Then your concern Is to circumvent the numeric password.

The OS Is Immaterial If you cannot get Into the phone to Install It.

If its older than say iPhone 5 then you SHOULDN'T (I could be wrong there are other users who know better about this than me) have to worry about iCloud locking. If its 5 or newer, then you need to make sure you have the iCloud login as once you restore it, you will likely be asked for the login otherwise the device is quite bluntly fucked.

Open up iTunes. Take the phone turn it off. Hold your home button down and plug it in. It's probably changed but this is how you used to (and probably still do) but it in recovery mode. If you can't do it, throw that sucker in DFU mode, just watch a YouTube video, don't worry about age it hasn't changed.

Go into iTunes and just automatically restore your device. It'll automatically pop up asking if you want to once it recognizes the device in recovery/dfu.

From there, if no iCloud you're squared away. If there is you'll have to login and unless you remember the login (or can get it somehow) then its done, recycle it. If you can login, enjoy your phone!
