Most distro's are indeed free, Linux is far more stable and flexible than windows (it's not unheard of for a Linux server to be up for years without crashing) and as for programming it comes with most of the common languages pre installed and has editors pre installed too. Distro's such as backtrack and kali come configured especially for hacking too
