The VCC can be applied to a credit card or debit card.
I am having a similar trouble with stores refunding my orders straight after being made. I am using a VPN however that VPN is a very far distance from the billing address.
So to clarify what you were previously mentioning in this thread, I may need a VPN or proxy server that is a lot closer to my billing address for my orders to go through?
And would it be a silly idea to use public wifi to order my products, thus preventing the ordering location issue.

How do you know for sure that the VPN Is responsible for your Issues?
I am not sure if it is the issue, I'm currently trying to narrow it down however the information I have given (billing/name etc) seems to be consistent with my virtual card.
With my previous SE I used an open network, therefore suspecting the vpn to be my issue as I didnt use one when ordering last time. Will be trying again today.

Thanks, I'll look into setting that up.

It's a process of elimination.
At your convenience, let us know whether you've pinpointed the Issue.
Problem fixed, I was trying to get my package delivered somewhere which seemed to be blacklisted, I changed the address to another drophouse and It worked however Mastercard required an SMS verification for the purchase. I guess it was because I had many failed purchases. Anyways the problem is ironed out for now
