Why does a baby that's born at 11 pm in California have a different birthday from a baby that's born in New York at 2 am even though they were born at the same time?

Timing Is Immaterial.
Births are recorded as per the timezone at the place of birth.

Think about how the Earth is round and spins, so daylight is not be the same in every part of the world... Time-zones were created to accommodate that. Of course they would be considered different days depending on the time zone they were born in. It is an interesting thought though!
