All I can say the languages you use will be based on what you want to accomplish.
For web development I would go with: HTML, PHP, Ruby(Ruby on Rails), JavaScript.
Oh and for Data Bases.. SQL is a must.

General Programming: Python, Java and C++.

And yes, if you want to learn how to develop a website HTML is a must, IMO.

HTML is only worth learning when you need it. It is very simple, so don't bother with it unless you want to do something with it. Same for CSS and other markup languages.
Don't make such long lists for learning languages. You most probably won't learn them in that order anyway, so why bother?
You learn a language, because it interests you or because it is most suited for a project.
Learn programming, learn the concepts which are similar for most languages (algorithms, datastructures, the way of thinking you need to solve problems, like thinking abstract, being exact).
Don't bother with languages too much. Because that's like bothering about which car to use if you want to learn how to drive. It doesn't matter which car/language you use. Just do it and learn how to drive/program.
