The proxy is okay. A person is allowed to make several submissions with different emails if he has a different ip. I just need it to do as I described.

Think 100,000 email logins from just one person and one ip.
Now add a LIST of proxies to that which is more readily available.
You'd be in trouble.

You could counter this with a powerful captcha, and a bot test. But then I'm not sure if you could follow Geoff's advise of creating it on your own.

I plan on profiting from the site with pay per impression ads, so duplicate submissions are welcome if a user wants to use another computer or proxxy

If it were me i would code this myself using PHP/MySQL. a fairly simple task actually in the whole scheme of things if you know how to code.

Thanks.. But I have no experience in this area whatsoever. I'll do a google search, but could you perhaps point me in the right place to get started? If this is something I could get done myself, I suppose I could get it done.

Just an idea, I have not actually implemented or tested this but you can solve the proxy problem by integrating Cloud Flare with your website dns and Block Anonymous Proxy etc, Hence only legit IP Users will be allowed to access your site. Or you do do something with mod_cloudflare https://www.cloudflare.com/resources-dow...cloudflare
