I mean, it's difficult to say because if they volunteer then it shows they're dedicated and want to help the site. But if they want to be paid, then it kinda shows that they're only doing it for the money.

It's stupid to pay for someone to be an Staff member. But paying an Developer is another thing.

I don't think so, if you have a big forum you may want dedicated users to moderate it, so they are going to invest a lot of their time in your forum, therefore I see nothing wrong with paying them.

He never said there is anything wrong about it but to pay them to become staff member is rather foolish.

From my point of view that is to "be" meaning that he's paid to 'become' and not paid for his 'work' after he knew he shouldn't expect anything.
