What's the reason for the permanent ban?

Well, if you have a permanent limitation with no option to send documents or anything, you are pretty much screwed...

I opened too many cases apparently. I didn't open that many, and it's annoying because 99% of them were legitimate.

'99% of them were legitimate' - that's the issue. Paypal is going downhill, they know it from a business perspective.
Cracking down on the illegitimate cases is the way they will save themselves, especially with new tech slowly changing the ways we operate.
I know you came to find a solution, but it's greatly know to get fucked over by Paypal and have little to nothing you can do about it.

Take it as an expensive lesson and move on to better opportunities.

I have opened many cases lately as well through eBay. How many is too many? I opened like 4-5 cases within one month.

Well as Paypal being like any and every other company, they determine their TOS. (Terms of Servies) Now as someone who's done their fair share in compliance regulations I can tell you the number will never be static on how many cases will cause this end result. It could be their system has filter/triggered your account, or it could be your account was reported for multiple cases, resulting in an account specialist looking into it, determining the variables and acting on such evidence - which in this case is a permanent closure, yes it happens.

Spoiler:

Fraud & Compliance can be very bias, meaning no specific regulations are uphold but guidelines followed by specialized entities.

I'm assuming your into SEing, so an example you can speak to a CS Agent who will deliver what you manipulate in your favor which is a win-win.
Or you can be redirected to an account specialist (being in fraud or compliance departments) if for example your cookie links to 4 Paypal accounts.
