That's cool of PayPal to create that functionality. I wonder for what reason. It doesn't really benefit them. Maybe to attract customers.

It's mainly used for testing purposes In PayPal's sandbox.

To my understanding, you can use the test credit card In the sandbox environment (to see all generated requests) without touching your real PayPal account.
