No personal PayPal account. What to do? #1
Hi I would like to have a PayPal account to protect myself from unauthorized payments in the future through buyer protection and from possible SE attacks. I wanted to ask, in case this could happen to me in the foreseeable future, what criteria I need to have met here.

How does PayPal decide based on what criteria? How can I fulfill these? I want to be on the safe side before I open a personal PayPal account. Maybe someone can help me.

In terms of buyer protection for SEing purposes, here's how It generally works.

If something goes wrong with the purchase such as "the package did not arrive" or a "different Item was received", PayPal will try and correct It. Both of those quoted terms are listed on their website as "INR" (Item Not Received) and "SNAD" (Significantly Not As Described) - which Is equivalent to the DNA, (sometimes) the missing Item method and the wrong Item received method respectively.

Aside from unauthorized transactions, when putting In a dispute/claim, they're the only things you can use to get a refund - the "INR" (DNA, missing Item) or the "SNAD" (wrong Item received).

Thank you for the execution. Does the age of the PayPal account matter for all the methods mentioned?

As with online accounts through (for example) Amazon, to play It safe, It's best to let the PayPal account mature.
