Doesn't sound like it, your account will remain flagged. However, this is not an issue if you keep it for legit purchases.

Did they refund you before sending this email ? - I jinxed myself the other day saying i never got flagged and did countless high value refunds for years and boom ta da i got a similar email without the account closure threat - however before getting this email i was refunded almost 5k hehe.

exactly the same the happend to me last month. I'm going to wait 6 months with several legit purchases before SEing again but never using the same method. Lets see how many more I can get away with....
