Have you heard of any cases where PayPal holds the money after a claim?

I already know a few companies that don't respond I was planning on balling out and then just closing the account after

 
 
After a claim? I haven't.
I remember that Paypal sometimes freezes money if they detect a sudden change of behaviour. Like in your case, where you go from a few bucks to a few thousand. I'm not sure if this was about a brand new account or not... But there also apply rules to this and this money will be automatic released, so if the SE is good it should not be a problem. PP might hold funds for 30days (waiting for reply from other party) and then automatic release.

Yeah this is the only thing I'm worried about I feel like during the claim or right after the claim is finalized they'll hold on to the money and ask me to verify a bunch of shit

Yes I would like to start another Paypal account, and face the same issue.
If you google "PP Why is my payment on hold or unavailable?", you get some explanations. I don't think it is possible to 'circumvent' this. Your PP account needs to look like all other PP accounts, that's your main goal.
I think this is how PP tests your account.
Maybe you could trigger such an event by making a transfer with someone you trust (for Paypal it needs to look genuine, so there can't be a digital link between you 2)?
Once the event has been triggered and cleared, I think you can be more confident that such an event will not come again soon.

Or you slowly build up the size of your orders 20$, 200$ , 600$ , 1200$, etc. (Legit orders with no disputes)
Again, I am proposing safe ways to test the waters, I have no actual experience myself.
