To answer your questions, most definitely yes!, doing this would increase activity even more due to people wanting to contribute and give users motivation to push for such a large goal.

I think this is not a bad idea to boost contribution and activity. However keep in mind that with a voting system the desire for voting on your best friend instead of voting for the member that deserves MotM the most really high is. But we'll see how it packs out.
