Can iPads be blacklisted? Even a unlocked phone can be black listed? And I was wondering can I order a shipment from the USA meaning Amazon.com and refund it there if I’m in a different country?

Any thing that uses a simcard to connect to the mobile network can be blacklisted, and you won't be able to use the mobile signal
It will still work perfectly on the wifi though

So i should get a unlocked phone ? And it can’t be blacklisted?

So best option would be a MacBook or a iPad or Apple Watch?
