Having worked with this tool for quite some time now and I must say, a couple years ago, this thing wasn't easy to find. I don't know which version I have but it has Metro features.

Works on any .NET language (I think.. C# and VB have been tested)
My version and the trial patcher I found are both included in the download. Typical install instructions, install the main file. Find those files, patch em with the patcher.
