I rescanned It using Virus Total's "reanalyze file" option, as opposed to downloading It and creating a new scan report.

Is the VT report you've provided a direct result of the OP's contribution/download link?

The checksums differ between the real VT scan (yours), and that of the OPs. So too does the file's capacity.

Evidently the OP has falsified the report.
