Is there a way to make it where you can require a password on the phone to access the settings?

Settings in general? I know if you add a passcode it becomes required to make any substantial/severe changes to the phone (Passwords, the code itself, formatting, etc.).

Like if someone stole an iphone how would i make it so i can require a password for the ' settings app ' so they can't go disabling things?
