As i said i wanna know how to secure my IP adress and also how to track some one ip and how to know some one ip while chatting on skype and how to shut down or do anything with the help of some one Ip adress

2) IP Tracker/Lookup/Tracer/etc
3) If I'm not wrong Skype stopped allowing IP resolving.. But google it

and also wanna learn to hide my IP with that VPN which will not effect my speed and also i am a student so i have nothing to pay for Paid software if any one have spare one then please let me use it

1- as shp0ngl3 said, but it depends really on who are you hiding from.
2- how to track an IP address over what? (email, facebook, chat?)
3- Using skype, the only way to know the IP is by makig a call (voice/video)
4- you need more than just an IP... (it is a whole story ... check tutorials about RATs)

Nothing is for free! (or at least nothing good), and no one wold let you use his/het VPN just to be nice! (too dangerous)
