Exactly, it's a markup language. It's just a series of tags that instruct a browser on what to do. You could make your own tags if you wanted, to perform seemingly dynamic functions, but of course you'd need to code that into a browser.

A database isn't necessarily something like InnoDB, a database is a defined set of information that is referenced. This could consist of any file type, or way of interacting with it. It is most certainly possible to create a HTML forum, but just because you can, doesn't mean you should - as it's so much easier to do with PHP.
