I can vouch for @Deque's method really works although might I suggest a bigger hammer, not really any more effective but much more satisfying. If you are lacking a hammer you can also use a second story window...

Yeah! And making the owner of that computer do it himself/herself would be a lot better. Just echo a message like: "You have not taken a bath since 3.7 weeks and Windows is shutting down forever to prevent any damage to the system due to the bad odour." and put the batch in startup directory.

dont take the blame on you if ur using registration for using the pc of cafe or library.
Make the .bat file read-only and move it to autorun. :p
