Where are you located? The homeless people I know tend to move around a lot because the police hassle them and ticket them, so they'll bounce around different cities in the region. They'll also move for work or somewhere to crash. It's hard to sleep rough in the US in the same spot for very long. From what they've told me, flying a sign doesn't make much money and is very degrading, especially these days because so few people carry cash. You also run the risk of getting robbed. Typically, people will fly a sign for quick cash, but don't do it consistently because standing out in the sun for 5 hours to make $40 and occasionally being photographed, yelled at, and spat on isn't a great way to make money.

try bigger cities in the season and most popular tourism destinations and you could be surprised, still lots of gypsies sticking their worthless stuff in your hand to ask for money.
Recently I saw a guy who was saying stuff like he's homeless, sick and begging for food etc. all that in a loop in like 4 different languages just to reach more naive tourists
