I've ordered from Amazon.jp in the past, and I too am from your same country, never had a package opened for inspection but I ordered bath salts once and I had to fill an extra form for the import since it was a "particular" item that was kinda suspicious (they wanted a confirmation that I wasn't going to resell them or anything)

I'd say your're safe to go, especially if you claim that the product box was there but the item inside was empty, doubt they would even open that box to check

Nope, feels kinda wrong to rip off those fellas, japanese people are just too kind for their own good, I feel like if you claimed EB from them you'd get amazon.jp's warehouse chief right at your doorstep a day later to apologize
