HELP ! Apple Asking for PR what do i do ?

SE'd apple claiming EB and made sure to say the box was not tampered with and that inside the Iphone box there was all the accessories but no iphone. I called them and the first agent said they would proceed to the refund, but I got an email stating that apple wouldn't take any action regarding the refund. Called back and now they want me to file a police report and assure me I'll get my refund after. Should I file one or give up on the SE and return the phone to apple store ?

A PR Is simply part of protocol to move forward with the claim, so go ahead and file It.

UPDATE:
Apple refused to refund me even with the police report.
My only option left is to call my payment issuer company and ask for a charge back or to refund the iPhone in an apple store to get my money back.

Yes you can

They keep saying the same stuff over the phone again and again. "you would have to follow up with the local police" and they refuse to tell me anything else

Then why did they request the PR If they had no Intention to use It and approve the claim?

What was their reason to decline the refund?
