Steps:
Open Picture
Create New Layer
Adjust the brush size, and paint the iris
Apply the Gaussian Blur effect (adjust values)
Erase color surpluses
Select Layer - Overlay
Salve

I bet you can apply this effect to a picture in less than 60 seconds. Have fun !
