Fallout 3 hasn't been in development for that long. Skyrim was in development for 3-4 years. Fallout 4 most likely have about 3-4 years in development as well.

No not true. At the E3 Presentation the lead director dude said that the started on fallout 4 right after fallout 3 came out so thats 7 years

No, Todd Howard said that they started coming up with ideas and concepts at that time. Its very rare for Bethesda to work on two games at the same time, hence why Obisidian was tasked with making New Vegas and Zenimax with ESO. Bethesda Softworks last game was Skyrim, which was 4 years ago. Its much likely that actual development for the game, was started around that time. (Development as art, coding and so on.)
