Is it necessary ?I'm not sure why they'd be referring to port numbers to obtain proxy lists, particularly Port 80- this Is the main protocol for HTTP communications between the client and the web server.
As for port 443, It's primarily used for secure HTTPS traffic. In answer to your question. both ports are open to exchange secure & Insecure traffic, so there's no need to address them when grabbing/scrapping proxy lists.
