Just thought about it.
Won't it be easier to claim a cpu wasn't in it's box if i buy a returned amazon item in good condition? Or do they open and check everything inside?

Nuh uh.
Buy new, make sure cpu isn't visible from the outside.
Otherwise, you can't do EB.
Amazon has cameras in their warehouse, therefore it is recommended to claim Manufacturer Empty Box on amazon CPU's.

So CPU box intact but no CPU, or CPU box unsealed and no cpu?

CPU box looks normal and sealed, but when you opened it and looked inside there was no CPU.
If you claim that the box looked tampered with, you will have to file a PR and they will open an investigation. Just say it looked brand new, and upon opening it the CPU wasn't inside.

This will probably work with the Intel i9, most CPU's are visible from outside especially AMD CPUs
Yes, only AMD CPU that I know doesn't show from outside, is the Ryzen 7 5800X3D
