If you have your own website hosted stresser, like Powerstresser or Netspoof, just create a program that simply presses the 'attack' button every X amount of seconds, then leave it running in your VPS.
Thats what I personally do

HOIC is actually just fucking up Tor, it isn't fast enough to damage the target.

But, by all means, continue crippling the Tor network, I'm sure no one in the world could possibly need to subvert internet censorship.
