I believe you are referring to a "reship". This is a reference to reship.com, or a dropshipper. It is commonly used overseas by people to receive products to their "reship" and have them freight-forwarded to their country.

Reshipping - I assume a name for a reship
Reship - A Service which allows products to be sent to it and then forwarded to the user. Its purpose in social engineering is to make sure that no one sees the original address. Won't help much if a legal case was started (or often even if a company phones into the reship service asking for info sometimes) but it helps avoiding basic billing and makes it more of a pain to press charges.
If you are exploiting the warranty of a product that has been done a lot, its a good way to mitigate the blame. It also helps when getting a bunch of stuff sent to have it all there so that if police show up at your door because of something like that, not everything gets lost at once.
Also if your address is burned (companies catch onto your address) and you aren't inclined on risking it with an abandoned/for sale house, a reship is the next best thing minus the cost of paying for reship shipping and service fees. Otherwise it works pretty well.

I'm sure the people above me have explained it in much more detail than below.
A reship is a service that operates sort of like a "middleman" for your packages.
You would get an address in a country of your choice and all parcels that are received there will be shipped off to you.
"Reshipping" is simply the act of using one of those services.
For general uses, it can be a way to receive packages that only ship to specific countries.
For social engineering uses, it's a way to cover up your address in case the company you're hitting is going to investigate/bill you.
Hope you learned something.
