Yup! He's right! However, you can access the deep web via Tor browser. Be very careful though...

Dangerous but intriguing place. If your plan is to do something illegal,
remember that only TOR-browser may not be enough to hide your identity.

TOR is not the only "deep web"

I'm a big fan of Freenet. Found there some interesting sites there. Also, they have a pretty good indexing mechanism, that protects you from the bad stuff
