Also just because one store may ban someone, it doesn't give other companies the right to ban them, and can potentially open them up for a discrimination lawsuit for the fact that said person can no longer online shop anywhere since one company doesn't like him.
The other thing they need to take Into account Is being banned on false grounds. For Instance, If a legit return has resulted In the account being banned, does that mean the user will be blacklisted by other companies and can no longer perform online shopping?
I read other article same with and it say that refund is up to the store. Even if on receipt they can deny refund or exchange and it won't break law.
Also say it may have different equation for online returns because online return more possible to return than in store.
I am from the UK and we have consumer rights laws which allow us to return an unopened unused product within 14days for a full refund/replacement and a faulty product within 30days for a full refund/replacement when bought in store. Online we can even open the product and inspect it (like you would see in a brick and mortar store) and return it within those windows.
Obviously if a store has extended returns they could block you from them or any other store return policy but by law they can not block you completly here.
