I would say DNA is more restricted on weight etc. there is no real limit just some companies investigate more than others.

It's hard to pinpoint and varies between companies.

An example Is SEing a laptop worth 3k via the DNA method. Due to the value of the Item, they're not going to process the refund there and then. An Investigation Is almost certain to take place.

If the phone's IMEI Is placed In a pool of blacklisted numbers, you will not be able to connect to a cellular network In the country where the blacklist took place.

Though, the blacklist doesn't happen too often.
