I disagree with your stance. I think that pulling names specifically will not be a good approach.
Also, all of us were leechers at one point. We -those who care about the SE aspect- should promote the SE aspect of SE'ing.

It's completely fine if you disagree. I respect your disagreement. I think that it would be a great approach, as then, we will know who the "intelligence-lacking" people are that he is referring to. If he is insulting people by saying that they lack intelligence, they have a right to know so.

I believe that by "lacking intelligence", he is referring to some members not developing their own methods/experiments and just leeching. From my own interpretation, according to him, we were all "intelligence-lacking people" since we were all leeches at one point

Being a leech isn't a thing in my world. It's all about the knowledge and, how much you take in to learn to be intelligent but, everyone is intelligent in there own way of life.
What I define intelligent is, being able to write many languages, speaks fluently in couple languages, able to problem solve but, that's me.

I agree yet disagree with you. I believe that there is no set criteria one must be to be considered to be "intelligent", yet I don't believe that everyone is intelligent.
Some are dumber than others while some are more intelligent than others. That's just how life works.
