I have found it this morning while reading a book and it's really useful for me, it provides an IDE with console which let's you code stuff on the cloud and be able to edit it anywhere when logged into your account.

Does it compile scripts and such in a visual environment IE: create website and see it?

Cloud 9 is indeed a pretty nice service.

You should also take a look at Koding
Each user is assigned a dedicated t2.micro with its own IP instead of cloud9's shared machine which has its limitations if you want to host or develop a non-http service.
Note that a Koding VM shuts down automatically after 1 hour of idling.
Since koding gives you access to a complete VPS with 1 gig of ram, you can install what you want, and even ssh into it.
If you already have a linux machine, you can also add your own machine to the Web IDE. More info about that here.
The disk speed is also a bit faster as it uses dedicated Amazon EBS storage instead of a shared disk on Google App Engine.

That's true about Koding, I have used them before, they also are able to send Denial of Service Attacks, but that's for another thread aha.
