Well I got banned from this one website and when I go on a vpn I am still banned so it is a Computer ban / HWID Ban.

Ok, beware to clear all cookies and general data stored in your computer about that website, because, even if trivial, they might use those info to keep you banned. To change your hwid there exists some tools like, actually i do not remember any name but using google i rapidly found this :

Tried to use CCTools it can change some ID's and also use SMAC or similar for changing your Mac address since they can check you by your MAC adress
