@mothered quick question: Is there a min value where amazon starts asking for police reports on eb method?

There are no hard and fast rules.

A while back, I experienced a PR for a 50$ Item and sometime later, a PR was not needed for a claim valued at 300$ that was based on a similar approach.

Update: success! No pr, approved in less than 10 minutes with EB. All purely hypothetical of course
